There were balloons, a few cakes and a brass band playing “Happy Birthday,” but this was not a celebration. Local lawmakers and residents of Jamaica Plain gathered Sunday for a not-so-happy birthday party to protest the anniversary of an agreement they'd signed with the MBTA to replace the temporary Arborway Bus Yard with a permanent structure.
