Philadelphia Police Commissioner Richard Ross and Captain Mark Burgmann today announced the arrest of Mr. Safien Williams, a 37-year-old black man who worked for the City of Philadelphia in the Streets Department, in connection with nearly a dozen violent rapes in South Philadelphia.
