In November 1906, medical scientist, Dr. Richard Strong, injects a light-colored, muddy liquid into the arms of 24 Filipino prisoners. Three days later, 13 wind up dead. Over a century later, medical historians are still left to wonder whether this was an unfortunate accident or an act of racial bias against this Asian community.
