In the 1980s Cleveland Ohio was known as 'The Mistake on the Lake’. The city was famous for its high crime rate, high unemployment rate, & a toxic river so polluted it literally caught fire every few months. It was certainly not a destination for tourists, and citizens were moving away from the city at a rapid rate.

City officials decided enough was enough & tried to rebrand Cleveland as a vibrant, thriving, exciting location by hosting a fun, spectacular attempt to win themselves a Guinness World Record by releasing 2 million helium balloons into the atmosphere… what could possibly go wrong??
