Components
Incident Zone
"First warning device to the last one"
From the MUTCD, Figure 6C-1
Advance Warning Area
Tells traffic what to expect ahead
Transition Area
Moves traffic out of its normal path
Typical method is to use a cone taper
Taper length =
If speed less than 45 MPH, L=(WS^2)/60
Speed > 45 L = W*S
So speed of traffic is 35 MPH, one lane transition
L= (12*45^2)/60 = ~400 ft
Speed is 75 MPH
L = 12*75= 840 ft
One way traffic control (flagging) = taper should me much shorter, indicating it's not a smooth merge and a stop and slow redirect is needed. Use a shorter distance (10 ft cone spacing +/-) Taper 50-100 ft long for this method
Cone distance in taper = max of 1xSpeed Limit for curves, max 2x speed limit on straightaways
75 MPH speed limit = no more than 75 ft spacing, better to use 50 ft for the taper
Reference section 6F.63 in MUTCD
Buffer Space
Longitudinal extra distance between end of taper and the actual work area
How much extra space
Reference MUTCD Table 6C-2
Speed* Distance
20 mph 115 feet
25 mph 155 feet
30 mph 200 feet
35 mph 250 feet
40 mph 305 feet
45 mph 360 feet
50 mph 425 feet
55 mph 495 feet
60 mph 570 feet
65 mph 645 feet
70 mph 730 feet
75 mph 820 feet
About the same distance as the transition taper
Apparatus are placed in this buffer space
Blocking apparatus
Placed to protect the scene from traffic incursion
Often additional apparatus are used to block after the first one commits to working the scene
Blocking position: across entire lane or lane and a half (shoulder)
Visually and physically redirects traffic
Cone placement distance
Same rules as taper (for maximum), make it appropriate
Speed limit 35 = 35 ft max, consider 20 ft or so.
Work Space
Incident work area
Crash scene, etc
Illuminate well, but don't blind traffic
AS long as it needs to be
Termination area
After last vehicle and scene
Place cones continuing with a short taper indicating resuming normal traffic
50-100 ft
Managing Traffic
Remain alert to the flow of traffic at all times!
Similar to wildland : Lookouts, Communication, Escape Routes and Safety Zones
Someone on the scene should have their eyes on traffic and a way to communicate to persons working
Have an escape route to a safe area
Think of this in advance!
Don't just dive or jump a guardrail
Flagging
Keys to successful flagging
Good positioning
Confidence
Clear and unambiguous motions
Safety for flagger
Stopping Traffic
Sending traffic through
Slowing Traffic
Take-down
Ensure all incident activities are complete
Make sure all other hazards are mitigated
SLOW
Methodical
Go in reverse from how it was set up
Extinguish flares
Pick Up Cones
Board Vehicles
Clear Scene
