In the fourth of a five-part series of conversations with award-winning Baltimore principals, Dan’s guest is Cindy Harcum of City College. With all of her students focused on getting to college, Harcum implemented a student-to-student tutoring program while making college-level courses the norm. City’s senior class set a local record for International Baccalaureate diplomas.
