What Westerners call reincarnation is what Buddhists call the continuum of mindstream; US Congress jumps in to sanction Beijing for interfering in the appointment of high lamas: “the succession or reincarnation of the Dalai Lama and other Tibetan Buddhist leaders is exclusively a religious issue that the Tibetan Buddhist community should decide on. Under the bill, any Chinese officials who attempt to interfere in this process could be subject to targeted sanctions.”
