Our homes are racially segregated--and not by accident. Jessica Trounstine finds that cities actively created segregation through zoning and urban renewal, worsening their public services. As soon as segregation was threatened, white homeowners fled to the suburbs. Chloe Thurston finds that the federal government decided to subsidize the private mortgage market, rather than focus on public housing.
