Professor Avi Bell, an Israeli Professor of Law at the University of San Diego School of Law and at Bar-Ilan University's Faculty of Law, affirms that Israel has no obligation to provide anything to Gaza under the current conditions of war and has written Israel has the right — and the duty — to besiege Gaza.
