Manhattan Supreme Court Judge Lyle Frank ruled Thursday in favor of New York City Mayor Eric Adams, stating that the City Council does not have the authority to change eligibility rules for the city’s rental assistance program, CityFHEPS. In other news, a 16-foot domestic pigeon sculpture is set to be installed at the elevated public park above the intersection of 10th Avenue and 30th Street in October.
