The HIPAA Act of 1996 prohibits health departments from disclosing the name of an employee who tests positive for COVID-19. What's a restaurant owner to do? Better to disclose and temporarily shutdown or keep quiet and try to skate by? Restaurant critic Alison Cook has some thoughts.
