Tsutomu was born with physically deformed hands that made him look like a vampire, but that wasn't his only resemblance to the evil creature. He would also drink the blood and cannibalize his victims. This however, was only the start to his cruelty. Additionally, he would taunt the victims' families with prank phone calls and by sending them their children's' ashes in the mail. To top it all off, he had a super hero alter ego he called Rat Man, which Tsutomu claimed made him commit the terrible crimes. Learn how his job as a photographer eventually led to his downfall in one of the most bizarre serial killers stories of all time.
