"Foireann, acmhainní de dhíth ar Ombudsman an Gharda Síochána". The head of the Garda Síochána Ombudsman Commission, Judge Rory MacCabe, has revealed that the organization does not have sufficient staff or other resources to properly investigate allegations of Garda misconduct. Tá sé tugtha le fios ag ceannasaí Choimisiún Ombudsman an Gharda Síochána an Breitheamh Rory MacCabe nach bhfuil dóthain foirne ná acmhainní eile ag an eagraíocht le líomhaintí faoi mhí-iompar Gardaí a fhiosrú i gceart. The Commission is due to cease this year and a brand new institution called the Police Ombudsman Office is to be established in its place. Tá an Coimisiún le scor amach sa bhliain agus tá foras úrnua dá ngairfear Oifig Ombudsman na bPóilíní le bunú ina áit. Currently, the Commission has an annual budget of €16.67 million and employs 170 people. Faoi láthair, tá buiséad bliantúil de €16.67 milliún ag an gCoimisiún agus tá 170 duine fostaithe ann. According to Judge MacCabe, however, both the budget and the number of staff should be doubled when the Police Ombudsman Office is established. Dar leis an mBreitheamh MacCabe, áfach, nár mhór an buiséad agus an líon foirne araon a dhúbailt nuair a bhunófar Oifig Ombudsman na bPóilíní. The judge also criticized the legislation under which the new office will be established. Cháin an breitheamh freisin an reachtaíocht faoin mbunófar an oifig nua. He said the legislation is inconsistent with the principle of civilian oversight set out in the Commission's report on the Future of Policing in Ireland in 2018. Dúirt sé nach dtagann an reachtaíocht le prionsabal na maoirseachta sibhialta a leagadh amach i dtuarascáil an Choimisiúin um Thodhchaí na Póilíneachta in Éirinn in 2018. If the legislation is not amended, said Judge MacCabe, the Minister of Justice will be too involved in the affairs of the new office. Mura ndéanfar leasú ar an reachtaíocht, arsa an Breitheamh MacCabe, beidh baint rómhór ag an Aire Dlí agus Cirt le gnóthaí na hoifige nua. He indicated in fact that he believed the new office would be weaker than the current Commission. Thug sé le fios go deimhin gur chreid sé go mbeadh an oifig nua níos laige ná mar atá an Coimisiún faoi láthair. Attention beyond the general public is being focused on the work of the Commission at the moment due to several controversies that have arisen recently. Tá aird thar an gcoitiantacht á díríú ar obair an Choimisiúin i láthair na huaire mar gheall ar roinnt conspóidí a tháinig chun cinn le gairid. One of them is the decision to charge a Garda in relation to a road rage incident in which three criminals were killed. Ceann acu is ea an cinneadh Garda a chúiseamh maidir le brúscán bóthair inar maraíodh triúr coirpeach. The latest figures show that the Garda Síochána Ombudsman Commission received 1,826 complaints from the public last year. Léiríonn na figiúirí is deireanaí go bhfuair Choimisiún Ombudsman an Gharda Síochána 1,826 gearán ón bpobal anuraidh. The basis of the allegations related to the misconduct of Gardai when arresting people; to do mischief in people; and the ineffectiveness of their work. Bhain bunáite na líomhaintí le mí-iompar Gardaí agus daoine á ngabháil acu; neamart a dhéanamh i ndaoine; agus mí-éifeacht a gcuid oibre. The Commission found that more than half of the complaints were well founded. Chinn an Coimisiún go raibh bun le breis agus leath na ngearán.
