The Pennsylvania Lottery is the only state lottery that exclusively targets its proceeds to benefit older citizens. But not everyone respects the sovereign sanctity of the lotto drawing. Occasionally someone tries to game the system to win it all. Today we want to talk about the forgotten Pennsylvania Lottery scandal of 1980.
