1960年生於台中的齊秦，籍貫松江省東寧縣，父親是1949年來台的老國代齊濟。齊秦為家中的么子，哥哥齊魯，姊姊齊豫都是知名歌手。齊秦國中就讀於懷恩中學，高中則是台中二中，算起來是私立名校及排行2的明星學校，但齊秦16歲時因一場酒後鬥毆，被送進彰化少年輔育院，在獄中度過了難忘的三年半。
