I 1935 inngikk Arbeidarpartiet og Bondepartiet ein avtale om ein ny økonomisk politikk for å få Noreg ut av den økonomiske krisa i mellomkrigstida. Avtalen la grunnlaget for slagordet «By og land –hand i hand», og blei starten på nesten førti år med samanhengande Arbeidarparti-styre.
