Police: Fight inside car spills onto street in Point Breeze, driver hits passenger

• A fight inside a car in Point Breeze spilled onto the street, and police said the driver hit one of the people involved.
• After finding three city departments going around required bidding procedures and others failing to set a dollar limit on some contracts, putting taxpayers at risk, Philadelphia’s city controller is recommending new measures to keep city departments from abusing no-bid contracts.
• While the 76ers and Philadelphia officials continue discussions about building a new arena near Chinatown, New Jersey is reaching in for a steal.

• Black nonprofit leaders are getting more support to bolster their projects, raise funding and serve their communities thanks to a new venture from the United Way.
