It's a tragedy that has sorely tested the close relationship between Britain and the United States.

Five years ago 19-year-old Harry Dunn was killed in a road accident involving an American citizen driving on the wrong side of the road in England.

Now, a coroner has recommended that new arrivals on US military bases be given driver-training to avoid similar accidents.
