Local employers can only apply for imported labour once every six months starting on Tuesday, the Labour Department announced as part of an attempt to safeguard employment priority for locals. To ensure that employers would not replace locals with imported labour, it also launched an online complaints form on its webpage for the Enhanced Supplementary Labour Scheme for them to report violations. Officers will carry out a special inspection campaign to check whether companies that have hired imported workers are in compliance with the government requirement on maintaining a 2:1 ratio between local and imported workers. The government stipulates that employers applying to bring in imported workers must try and recruit locally first as part of its effort to give priority to locals. Starting on Tuesday, the department will display the names of applicant companies when publishing job vacancies on its website. Secretary for Labour and Welfare Chris Sun told RTHK that the authorities wish to provide more information for local job applicants. “Jobseekers are often not aware when recruitment drives are launched because employers want imported labour unless they call the companies one by one, which can be troublesome,” he said. "So we want to make this information public." Sun also said some employers have been applying to hire imported workers many times over six-month spans. Filing such applications too frequently, he said, is not appropriate and employers should be more careful in their recruitment plans.…

At least 15 people were killed and 75 others injured in Russian missile and drone strikes on Ukraine overnight on Tuesday, Ukrainian Interior Minister Ihor Klymenko said. The capital, Kyiv, was hit hardest in the attack, where a ballistic missile struck a nine-storey apartment building, killing 14 people and injuring 60 others, the Interfax-Ukraine news agency cited the minister as saying. Emergency workers were at the scene to rescue people from under the rubble. The Ukrainian Interior Ministry said 27 locations in the capital, including apartment buildings, educational institutions and critical infrastructure facilities, were under attack. Ukrainian President Volodymyr Zelenskyy called the attack “one of the most terrifying strikes on Kyiv” and said Russian forces fired more than 440 drones and 32 missiles at Ukraine overnight. In the southern city of Odesa, one person was killed and 10 others injured. Casualties were also reported in the Kiev and Chernihiv regions. An explosion at a fireworks factory in Hunan province has killed nine people and injured 26. The blast occurred in Linli county, north of the city of Changde, on Monday morning. Authorities used remote-controlled water cannon to extinguish a fire caused by the explosion. They also said fears of further explosions complicated search-and-rescue operations. The site of the tragedy is in a mountainous area, with no large water source. The Ministry of Emergency Management has sent a working team to Hunan to oversee rescue efforts. Officials said the cause of the explosion should be determined as soon as possible, and anyone found responsible must be held accountable. (Xinhua and agencies)…

Israel and Iran exchanged missile fire for a fifth consecutive day on Tuesday, as US President Donald Trump abruptly left the G7 summit and warned Tehran residents to "immediately evacuate" amid rising fears of a wider conflict. The Israeli military said it targeted multiple missile and UAV sites in western Iran, including surface-to-surface missile infrastructure, surface-to-air launchers and drone storage facilities, in a statement accompanied by black-and-white footage showing missile launchers exploding. Shortly after, air raid sirens sounded in parts of Israel. Loud booms were heard over Jerusalem and Tel Aviv as the Israeli army warned of incoming missiles launched from Iran. Around 20 minutes later, the army said people could leave protected spaces. Police said shrapnel fell in Tel Aviv, causing damage but no casualties. The fire service said its teams were on the way to battle a blaze in the commercial hub. Despite mounting calls to de-escalate, neither side has backed off from the missile blitz that began on Friday, when Israel launched an unprecedented aerial campaign targeting Iranian nuclear and military facilities. A new wave of Israeli strikes on Tehran – including a dramatic hit on state television's headquarters that the broadcaster said killed three people – prompted both sides to activate missile defence systems overnight. Iran said on Sunday that Israeli strikes had killed at least 224 people, including military commanders, nuclear scientists, and civilians. It has not issued an updated toll since then. Israeli Prime Minister Benjamin Netanyahu said Israel was eliminating Iran's security leadership "one after the other". "We are changing the face of the Middle East, and that can lead to radical changes inside Iran itself," he said. Secretary for Justice Paul Lam said people don't have to worry about falling foul of the SAR's sedition laws so long as their criticism is aimed at suggesting improvement to the authorities. The justice chief told the RTHK programme NSL Chronicles III that there are clear stipulations about how certain acts and comments do not constitute sedition in the home-grown national security law under Article 23 of the Basic Law. "For example, when we have different opinions or criticisms about government policies, the law is clear in this regard," Lam said. "If you're expressing views with the intent of wishing the government to do better, or making so-called criticism with good intentions, the law states in black and white that these do not amount to [the crime of] seditious intention." Lam said according to the Safeguarding National Security Ordinance, it is also legal to suggest improvement to the legal or political system as well as the constitutional order, so long as there's no intent to incite hatred or contempt. He also said the law does not require proof of intention to incite violence, when it comes to the offence of seditious intention. Lam noted there had been instances where some comments "could harm the public's views towards the government", causing hatred or enmity, even if they don't specifically ask people to take up arms to confront the SAR government.…

Chief Executive John Lee on Tuesday said Hong Kong's third position in a global competitiveness ranking shows the government's policies have borne fruit. The SAR has climbed two places in the International Institute for Management Development's World Competitiveness Yearbook since last year, with Hong Kong returning to the top three for the first time since 2019. The ranking takes into account criteria including economic performance, government efficiency, business efficiency and infrastructure. "The World Competitiveness Yearbook affirms that Hong Kong has a world-class business environment and reflects the positive views of business leaders regarding Hong Kong's competitiveness," Lee said ahead of this week's Executive Council meeting. "That shows that we have advantages including the rule of law, independent judiciary, a simple and low taxation system and a highly transparent and efficient market. We have a robust financial system, a business environment that facilitates operations at the highest international standards and a free flow of information, goods, people, capital and so on. These are all recognised by the business sector." The SAR was ranked second for government efficiency, with Lee saying this shows his administration is improving people's livelihoods. The director of the Hong Kong and Macau Affairs Office, Xia Baolong, will visit the SAR for a five-day inspection trip starting on Wednesday. In announcing the visit, Chief Executive John Lee said Xia will attend a forum hosted by the SAR government on national security on Saturday and look into the latest socioeconomic situation here. It's the second time this year that the senior Beijing official will be visiting Hong Kong, having looked at progress in Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone developments in early February. Speaking ahead of the weekly Executive Council meeting, Lee expressed gratitude for Xia's concern and care for the SAR and said local officials will work with his office to make timely announcements about his trip. "Director Xia's inspection visit and attendance at the forum is very encouraging to me. I very much look forward to it, and I believe the Hong Kong general public are also looking forward to it," the CE said. "The SAR government will fully cooperate and support the trip to ensure that everything goes smoothly." Lee also noted that almost five years after the promulgation of the National Security Law, the number of security-related arrests has been on a downward trend. He noted that so far, a total of 332 arrests have been made, for an average of 66 a year. That compared with 30,000 arrests that the police make every year. "When we promulgated the Hong Kong National Security Law, we made it very clear that the law is aiming at only a small portion of people who endanger national security," Lee said. The Secretary for Financial Services and the Treasury, Christopher Hui, has highlighted government efforts to boost growth in three areas – family offices, digital assets, as well as the responsible use of artificial intelligence – as the SAR seeks to further diversify its financial services sector. Speaking in an interview with RTHK marking three years of Chief Executive John Lee’s administration as well as the 28th anniversary of the SAR’s establishment, Hui said his bureau has released three policy statements and passed 33 pieces of legislation since taking office to help the city emerge from the Covid outbreak. He noted that Hong Kong's financial markets have shown resilience over the past three years, attracting global funds and family offices to increase investment here to help fend off risks. Hui said while 150 family offices have already set up shop here, another 180 have said they are interested in following suit, which would far exceed his bureau's goal of attracting a total of 200 by the end of the year. “Among them, nine are with Middle Eastern backgrounds. Of course, there are also others with traditional market backgrounds," Hui said. “But you can see that the appeal of Hong Kong as a family office hub is global," he said, noting that there’s still ample room for growth of these offices that manage the wealth of ultra-high-net-worth families. Hui also said other than incorporating greater financial technology into the city’s financial services industry, another key focus of his bureau is to improve relevant settlement platforms to drive trading of commodities in the SAR, so as to further boost product diversity. This came after the government took the leap in transforming the city into a premier bullion trading hub, while ramping up collaboration with the London Metal Exchange (LME) to become a key global metals centre. Hui said seven local warehouse facilities have been approved by the LME so far to speed up such trades, which could in turn boost financial services growth in the future. "For warehousing, it's not just about keeping them [the commodities] here. Sometimes, after [the commodities] are stored, some of their warehouse receipts can be used as collateral for financing, which can lead to some derivative financial services. “And even if their goods are stored in the warehouse, there will also be urgent insurance demands and so on. So, in fact, I think if our policies are well implemented, some corresponding institutions will naturally take these opportunities to develop their businesses.” Hui also said the government will continue to improve the financial connectivity between the SAR and mainland markets. An Israeli strike hit Iran's state broadcaster on Monday while the head of the UN nuclear watchdog indicated extensive damage to Iran's biggest uranium enrichment plant and Iran called on the US to force a ceasefire in the war. Late on Monday, Israel said it hit Iran's broadcasting authority, and footage showed a newsreader hurrying from her seat as a blast struck. Israel's military said the building also served as a communications centre used by Iran’s armed forces. The conflict entered its fifth day on Tuesday, with air raid sirens sounding in Tel Aviv shortly after midnight as Iran launched additional missiles toward Israel. Iran's Foreign Minister Abbas Araqchi told four European counterparts that Iran was serious about diplomacy but its current focus was on confronting aggression, Iranian state media reported. Israel has said its goal is to eliminate Tehran's ability to develop a nuclear weapon. Iran says more than 224 Iranians have been killed, most of them civilians. Israel says 24 people have been killed, all of them civilians. Sources told Reuters that Tehran had asked Oman, Qatar and Saudi Arabia to press US President Donald Trump to use his influence on Israeli Prime Minister Benjamin Netanyahu to push for an immediate ceasefire. In return, Iran would show flexibility in nuclear negotiations, said the two Iranian and three regional sources. "If President Trump is genuine about diplomacy and interested in stopping this war, next steps are consequential," Araqchi said on X. "Israel must halt its aggression, and absent a total cessation of military aggression against us, our responses will continue. It takes one phone call from Washington to muzzle someone like Netanyahu." President Xi Jinping said on Monday that China stands ready to work with Kazakhstan to contribute more to regional and world peace and development with stability and positive energy of bilateral ties. Xi made the remarks when meeting with Kazakh President Kassym-Jomart Tokayev ahead of the second China-Central Asia Summit. Xi pointed out that China-Kazakhstan relations have withstood the test of international changes and have consistently maintained a high level of development. This is due to the geographical proximity and the long-standing friendship between the two peoples, as well as the inevitable choice for the two countries to pursue development together, he said. President Xi Jinping has arrived in Kazakhstan to attend the second China-Central Asia Summit. The president landed in the Kazakh capital, Astana, on Monday afternoon. He was welcomed by his Kazakh counterpart Kassym-Jomart Tokayev and other senior officials at the airport. The two leaders later attended a ceremony exchanging cooperation documents. Xi said China and Kazakhstan should practise true multilateralism and safeguard the common interests of developing countries. He also called on the two sides to promote connectivity, high-tech cooperation and green development. Xi will hold bilateral meetings before the summit on Tuesday, according to Kazakhstan's presidency. China urged Iran and Israel to "immediately" take steps to reduce tensions on Monday after Israel struck targets inside Iran and Tehran unleashed a barrage of missile strikes on Israeli cities. "We urge all parties to immediately take measures to cool down the tensions, prevent the region from falling into greater turmoil, and create conditions for returning to the right track of resolving issues through dialogue and negotiations," Foreign Ministry spokesman Guo Jiakun said. Israel's surprise assault on Iran last week, launched after decades of enmity and a prolonged shadow war fought through proxies and covert operations, has touched off the most intense fighting yet and triggered fears of a lengthy conflict that could engulf the Middle East. Foreign Minister Wang Yi held phone calls with his Israeli and Iranian counterparts on Saturday and called on both countries to de-escalate tensions. Residents can now submit suggestions or opinions over the city's development direction with the launch of a public consultation for Chief Executive John Lee's upcoming Policy Address, which is scheduled to be delivered in September this year. The policy address – the fourth for Lee – is scheduled to be held a month earlier than in previous years because of the Legislative Council elections in December. The SAR government will hold over 40 consultation sessions to gauge public opinions and suggestions from members of the Legislative Council, representatives of varied sectors, as well as residents. Lee said in a statement he has endeavoured to transform the culture of the government into one that's result-oriented and more efficient. He added that government is going all out to develop the economy and improve people's livelihoods. "Hong Kong is currently facing economic restructuring," he said. "The government will continue to lead all sectors of society in consolidating and enhancing the factors for Hong Kong's success while upholding our principles and being innovative in advancing reforms. Group of Seven powers have begun negotiating on whether they can find common ground on an escalating conflict between Iran and Israel, as leaders including US President Donald Trump arrived for a summit in the Canadian Rockies. The three-day gathering in the mountain town of Kananaskis marks the return to the international diplomatic calendar for Trump, who has stunned allies by defying norms and slapping sweeping tariffs on friend and foe alike. Canadian Prime Minister Mark Carney had designed an agenda aimed at minimising disagreements within the club of wealthy industrial democracies – Britain, Canada, France, Germany, Italy, Japan and the United States. But Israel shocked the world two days before the summit with a surprise, massive military campaign against Iran. Canada is now sounding out countries about making a joint call on Israel and Iran, diplomats said. The statement could call for de-escalation or could simply back Israel, saying that it has a "right to defend itself" due to Iran's contested nuclear work. European Commission president Ursula von der Leyen said she spoke with Israeli Prime Minister Benjamin Netanyahu before the summit and agreed that Iran was to blame. "Of course I think a negotiated solution is, in the long term, the best solution," she said, stopping short of calling for an immediate ceasefire. Trump has praised Israel's strikes, noting it used US weapons, even though Netanyahu defied his public calls to hold off as the US sought a negotiated solution. Unusually, Japan, which historically has maintained cordial ties with Iran, made a forceful break with allies in the US and Europe when it denounced Israel's strikes as "deeply regrettable". European powers have all steered clear of criticising Israel on the Iran strikes, despite separate concern about the humanitarian situation in besieged Gaza. French President Emmanuel Macron has called for restraint and urged Iran to re-enter talks with the US, while also blaming Tehran for escalating tensions over its nuclear programme. Trump is visiting Canada despite his mockery of the northern neighbour, which he has said would be better off as the 51st state. Retail sales in mainland China grew at a faster rate than expected last month, official data showed on Monday, in a positive sign for the world's second-largest economy amid its trade war with the United States. The key gauge of consumer demand grew 6.4 percent year on year in May, according to data published by the National Bureau of Statistics. The figure was sharply up from April's 5.1 percent increase and beat the 4.9 percent growth forecast in a Bloomberg survey of economists. Spokesperson of the National Bureau of Statistics, Fu Linghui, said the rise was spurred by online shopping campaigns. "This year's 618 online retail promotion campaign was launched on May 13th. Coupled with the national policy of consumer trading-in programmes, it has accelerated the sales of online retail products," he said. Latest data also showed industrial production grew 5.8 percent in May from a year ago. Commercial property prices in a representative group of 70 cities fell month on month in May, reflecting continued consumer caution, the bureau said. The surveyed unemployment rate edged down to 5 percent in May from 5.1 percent the previous month. The bureau said the economy maintained stability last month as authorities stepped up the implementation of more proactive and effective macro policies. But it added that there are still many unstable and uncertain external factors, and the internal momentum for expanding domestic demand needs to be further strengthened.
