Local governments have goals and mandates that include community engagement and transparency, especially in the budgeting process. Participatory Budgeting is gaining momentum in the US as an effective tool through which community members decide how to spend part of a public budget. It has been lauded as a way of creating a bottom-up conversation that illuminates a community’s needs, making local leaders more responsive, and expanding civic engagement.
