Admittedly, a solar eclipse doesn't happen every day, so New York state lawmakers have decided to skip the legislative session Monday in order to view the eclipse. That's not the only "eclipse" affecting New York; the state's budget could eclipse $240 billion dollars. The PAC-Man, Ted Flint, has details on legislative leaders' workaround to deal with another tardy state budget. Also, retail theft and the senseless murder of police officers is on the rise, and the Speaker of the Assembly says stiffening penalties for such crimes doesn't deter criminals.
