Today, by every measure, kids are failing basic aptitude skills. Former Education Secretary Arne Duncan claims that 82% of America's public schools are not passing the test in educating our children. In Chicago for example, according to the daily caller, not a single student can do math at their grade level in 53 of the city’s public schools. Not one.
