There is alot of talk about funds in the Philippines. The government handles trillions of pesos worth of tax revenue. But how should the budget be used and deliberated upon? What should be the role of ordinary citizens in public budgeting? We discuss these questions and more with Ian Jayson Hecita, an educator and researcher from the Open Budget Survey team for the Philippines.
