Introduction: this passage discusses two major questions: Is God righteous (vv. 14–24), and why has Israel been rejected by God as His primary mission force to the world (vv. 25–33)?

1. Is God righteous, that is, just (v. 14)?

2. God has the right to be merciful and just (vv. 15–18).

3. God has the right to do as He wills (vv. 19–21).

4. God has the right to put up with evil unbelievers in order to share His glory with those who believe (vv. 22–24).

5. God has identified the chosen long ago in prophecy (vv. 25–33).
