For the last 10 months, my office has been tracking the development of growing allegations that the Environmental Protection Agency (EPA) may have side-stepped federal law when they engaged in lobbying U.S. citizens to support a rule that the agency has been pushing, the Waters of the United States rule, or WOTUS. WOTUS is a rule that would have massively expanded the federal government's regulatory authority over small bodies of water all over our country. This week during a hearing of the U.S. House Agriculture Committee, I questioned EPA administrator Gina McCarthy about the nature of her agency's actions, which were concluded to be in violation of federal law by the Government Accountability Office.
