In an October 1 interview, former Illinois Governor Pat Quinn talked to Joan Esposito about the nonbinding Illinois Property Tax Relief Amendment, which is on the 2024 ballot. He explained: "Basically, it calls for a 3 percent surcharge on the income of millionaires in Illinois, that anybody who declares more than a million dollars in income in a particular year would pay a 3 percent surcharge, but that money would be used to give property tax relief to 3 million Illinois homeowners, people who live from paycheck to paycheck. This is tax reform at its best, in my opinion." Quinn also talked about his work creating a referendum on whether the Bears should get tax dollars for the team's Soldier Field multibillion-dollar renovation.
