不能让校外培训再造一个“教育体系” 这是一个值得重视的现象：在学校这一国民教育体系之外，培训机构正在构建另一个“教育体系”。 根据相关统计，在2018年国务院印发《关于规范校外培训机构发展的意见》之后，校外培训机构总数在2019年新增到达近60万家峰值，2020年又新增40余万家，注销10余万家，机构总数远超同期义务教育阶段学校数量。加上同一培训机构可以多点办班，客观上，校外培训机构已成为国民教育体系之外，有着巨大影响力的存在。 实际上，多数培训机构钻了教育评价体系和考试招生制度不完善的漏洞，不注重开展全过程教育，只关心提高学生的考试分数；一些学生和家长受“唯分数”“唯升学”影响，也仅从提高考试分数出发，将越来越多的时间、精力和资金用在参加校外培训上，越来越多的学生难以依据国家义务教育的课程标准、课时安排、教育程序，完整、系统地接受义务教育。 学校教育、家长、学生、教师已经在很大程度上被校外培训机构绑架，校外培训大有再造一个国民教育体系的趋势。 校外培训的大量出现，在治理过程反复变身存活，已成为全社会的关注焦点，将学生和家长置于两难面前：是选择快速“提分”以应对短期、功利需求，让孩子上一所“好”学校；...
