Colonel Frank Milstead, a respected figure in Arizona law enforcement, boasts a career spanning over 35 years marked by dedication and excellence. Beginning his journey in 1985 with the Phoenix Police Department, Milstead rapidly ascended through the ranks, acquiring experience across nearly every division. His comprehensive understanding of law enforcement dynamics culminated in his appointment as Chief of Police for the Mesa Police Department in 2010. In this role, he demonstrated exceptional leadership and strategic acumen, significantly enhancing the department’s operational efficiency and community engagement. His success in Mesa paved the way for his role as Director of the Arizona Department of Public Safety in 2015, where he made history with a unanimous confirmation vote by the Arizona State Senate, underscoring his esteemed reputation.

Throughout his distinguished career, Milstead has been recognized for his innovative and impactful contributions to law enforcement. He is particularly noted for spearheading the Arizona Border Strike Force, a strategic initiative aimed at improving border security and combating transnational crime. His efforts in rebranding and restructuring law enforcement agencies have resulted in substantial cost savings while maintaining high service standards.
