Pennsylvania voters are getting better at filling out mail-in ballots. State elections officials say fewer mail-in ballots were rejected for technicalities in last month's primary than in previous elections.

Secretary of State Al Schmidt says counties reported a 13.5% decrease in mail-in ballots that were rejected -- for reasons like an incorrect date on the outer envelope or a missing signature -- compared to the 2023 primary.

The state had tried to address those issues with a redesigned ballot envelope and instructions for voting by mail. Those mistakes have taken on new importance because of a federal court ruling that said mail-in ballots with incorrect dates or missing signatures should not be counted.
