Big hat, no cattle. This is a Texas put-down for someone who is all talk and no action with no substance of power behind their words. We see this as just another form of the Imposter Syndrome. Not only do we see this with leaders, but we see this now with entire organizations as well. Here are some quotes on this very subject:
