Institutionalization. Brittanica defines this term as "the process of developing or transforming rules and procedures that influence a set of human interactions". And, while it's one thing to look at this from an overarching systems perspective; it's another thing entirely to look at the role these systems play in the lives of the people living under them, especially when we speak in terms of prison ministry.
