Am 12. August reiste Taiwans Vizepräsident Lai Ching-te (賴清德) nach Paraguay, um an der der Amtseinführung des neuen Präsidenten von Paraguay Santiago Peña Palacios teilzunehmen.
Auf dem Hin- und Rückflug machte Lai Zwischenstopps in New York bzw. San Francisco. Gerade die Zwischenstopps in den USA verärgerten Peking, worauf die sogenannte Volksbefreiungsarmee wieder einmal Militärmanöver in Taiwans Nähe durchführte.
