Hundreds of mistreated dogs, some with feces in their fur and with matted hair and swollen eyes, were seized from a Wayne County property on Friday morning.

It's being called the largest raid of a "puppy mill" in North Carolina state history. North Carolina has no laws against the facilities, which breed dogs in sub-standard conditions.

The owner, Virginia Thornton, faces a civil suit filed by Wayne County Animal Control officer Justin Scally. The judge will decide whether she keeps her animals or if they become the property of the county.
