Dr. Bitterman wrote a piece in the October 2017 issue of ACEP Now about the circumstances surrounding the largest monetary penalty ($1.295 million) levied in the history of EMTALA, against AnMed Health in Anderson, SC (the issue was also addressed in the December 2017 issue of RMM). The claim by CMS and the OIG against AnMed cited failure to appropriately screen and stabilize psychiatric patients in the ED, as well as "inappropriate transfer" of "unstable" psychiatric patients.
