Ruslands præsident Putin har udsendt en usædvanlig skriftlig erklæring, der skitserer en firepunktsplan for det, han kalder en "genstart" i forholdet mellem USA og Rusland inden for informationssikkerhed. Moskva og Washington, skrev han, skal udstede "garantier for ikke-indblanding i hinandens interne anliggender, herunder i valgprocesser."

Hvorfor gør Putin dette? Håber han fra støtte fra andre stater mod USA? Eller det fordi Rusland sakker bagud i digitaliseringskapløbet? En ny undersøgelse fra Harvard University kunne tyde på det sidste.
